The Colonial Secretary was right in referring this to me as it involves a quite special and interesting point.
1. Let the papers first come to me. These gentlemen, all Officers of the Chinese Government, were invited by a party at Government House to dinner tonight.
2. When that is done, then would send this paper to the Attorney General, who will be good enough to advise in what way the local law can be applied.
This is affecting this Imperial Chinese Majestic Gunboat and Officers to whom, I presume, certain privileges are allowed by International Law.
